S.A. Kasymov is the winner of the honorary National Prize

С.А. Касымов – обладатель почетной Национальной Премии On February 10, 2024, the National Prize "Khalyktyn Suyiktisi" ("National Lovely Person") was awarded in Astana. As part of the Honorary Nomination "Altyn Gasyr", Sabyr Akhmetzhanovich Kasymov, Chairman of the Republican Public Foundation "Kaharmandar" for the rehabilitation and perpetuation of the memory of persons who suffered in the struggle for national freedom, independence and territorial integrity of Kazakhstan, was awarded. The winners for the award are selected through open voting on the pages of the worldwide Facebook network and on the official website of the Lubimec.kz Prize. More than 200 thousand people took part in the voting in 2023. Over the years, the most respected, beloved by the people and popular in their activities public figures, musicians, artists, athletes, human rights activists, TV presenters and many others have become laureates of the "Halyktyn Suyiktisi" award. The laureates are awarded a Certificate of Honor and an exclusive bronze statuette depicting "like" on a malachite pedestal. When presenting the Award, Deputy of the Majilis of the Parliament of the Republic of Kazakhstan Erlan Sairov said that "Our public has known Sabyr Akhmetzhanovich for a long time. Even during the totalitarian Soviet regime, he became a famous human rights activist, devoted decades of his life to this noble work, made an invaluable contribution to the organization of the study and rehabilitation of victims of mass political repression. On his initiative and with his participation, tens and hundreds of thousands of victims of repression have been rehabilitated. He actively participated in the political rehabilitation and restoration of the glorious names of the Kaharmans, fighters for the independence of Kazakhstan." Kasymov S.A. was a member of the Commission of the Presidium of the Supreme Council of the Kazakh SSR for the study of three resolutions of the Kazakh Central Executive Committee and the Council of People's Commissars of the Kazakh ASSR on the confiscation of rich farms, on strengthening the socialist reorganization of agriculture and on the fight against the kulaks and rich people (1991) under the chairmanship of the Supreme Council deputy and academician M. Kozybayev. He was one of the most active members and authors of the findings and conclusions of the Commission of the Presidium of the Supreme Council of the Kazakh SSR for the final assessment of the December (1986) uprising in Kazakhstan. These events were mainly investigated and the final conclusions and Conclusion were formed according to the plan proposed by him. As a judge of the first Constitutional Court, he was involved in the preparation and investigation of the case on the December events, the participants of which were subjected to mass political repressions. He scientifically and theoretically substantiated the political, historical and international significance of this uprising. In honor of the 30th anniversary of the uprising (2016), he organized an international scientific and practical conference with the participation of domestic and famous foreign scientists. Scientists from 10 different countries, representing various historical-philosophical, sociological, political science schools, including 2 academicians, 3 corresponding members of the National Academy of Sciences of the Republic of Kazakhstan, 21 doctors of science, more than 20 candidates of science - leading Kazakh and foreign social scientists, as well as young researchers. In their scientific reports, for the first time at the international level, they gave a comprehensive and in-depth assessment of the historical and international significance of "Zheltoksan-86", into whose orbit hundreds of thousands and millions of people were drawn both in the former Soviet Union and in other countries. As a member of the Parliament of the Republic of Kazakhstan, in 1997 he initiated the creation of the Senate Commission for the Study of the National Liberation Struggle of the Kazakh People against the Tsarist Colonial Policy and the Soviet Totalitarian Regime, and was appointed its Chairman. The Commission launched a voluminous work on studying the adopted state decisions and legislative acts of the Tsarist government and the Soviet leadership on the colonization of Kazakhstan, the suppression of national liberation uprisings and protests. In the next convocation of the Parliament, which S.A. Kasymov did not join, the Commission stopped working. Since 2020, Sabyr Akhmetzhanovich has been heading the Project Office of the State Commission for the Full Rehabilitation of Victims of Political Repression, established by the Decree of President K. Tokayev dated November 24, 2020. The Project Office provides organizational, methodological, search and analytical and coordinating work of the State Commission. As a result of the activities of the State Commission and Regional Commissions, more than 2.6 million documents and materials have been declassified, more than 311 thousand victims of political repression have been rehabilitated within the framework of the current law, and special scientific and theoretical material has been collected. In 2023, the State Commission, under the leadership of the State Counselor of the Republic of Kazakhstan E. Karin, published 52 volumes of materials, prepared another 20 volumes for publication, which present many previously classified facts and materials, the names of the repressed, the memoirs of eyewitnesses and descendants, as well as other documents on the repressions. Draft laws have been prepared for the full legal and political rehabilitation of victims and survivors, scientific and legal opinions on regulatory acts that served as the basis for mass political repressions.
