INFORMATION LETTER
DEAR COLLEAGUES!
On September 20, 2023 at 10.00 am, the Ch.Ch. Valikhanov institute of history and ethnology Committee of Science of the MSHE of the Republic of Kazakhstan and the Project Office for Supporting the Activities of the State Commission for the Full Rehabilitation of Victims of Political Repressions are holding the International Scientific and Practical Conference «Mass political repressions in Kazakhstan in the 20-50s of the XX century and rehabilitation processes in archival documents and memoirs».
The conference is held as part of the implementation of the scientific program OR11465470 «Mass political repressions in Kazakhstan in the 20-50s of the XX century and rehabilitation processes: the creation of a single database».
The State Commission for the Full Rehabilitation of Victims of Political Repressions, established by the Decree of the President of the Republic of Kazakhstan from 2021 to 2023, carried out comprehensive work to identify historical facts about new categories of victims of repressions, the commission carried out work to declassify archival documents previously inaccessible to historians and lawyers, organized them qualitative comparative analysis.
State bodies and departments provided scientists with significant assistance and assistance in research and analytical work, Kazakhstani archives in the center and on the periphery ensured the systematization of archival documents at a high professional level and assisted in compiling a 33-volume series of collections of archival documents «Materials of the State Commission for the full rehabilitation of victims of political repression», which was published in 2022.
This year, as part of the implementation of the PTF and the activities of the State Commission, a lot of work has been done to collect memories and interviews from eyewitnesses of political repressions and their descendants throughout the country. This experience is an important social act in restoring the collective memory of Kazakhstanis, in order to overcome historical trauma, collective acceptance and empathy for the tragic past in people's lives.
At the conference, scientists will sum up the results of the collection of archival documents that contribute to the identification of previously unvoiced names of the repressed, unaccounted for categories as part of the rehabilitation of victims of Stalinist repressions. The descendants of forced refugees and repressed Kazakhstanis, who will share their memories of the generations in the family that suffered during the Stalinist repressions, will take part in the plenary session.
This conference is an important summarizing experience of the unprecedented practice of the state policy of rehabilitation of victims of political repressions in the Eurasian space. The organizing committee invites to full-time and absentee participation in the conference all Kazakhstanis involved in the State Commission - public figures, representatives of the departments of the Ministry of Internal Affairs, National Security Committee and the Prosecutor's Office of the Republic of Kazakhstan, senators and majilismen, representatives of the ministries - higher education and science, education, culture and sports, justice, as well as employees of state archives and museums, members of regional commissions, the media.
The conference will discuss issues in the following areas:
- The specifics of political repressions in Kazakhstan and the scientific and methodological problems of the full legal and political rehabilitation of victims of repressions;
- Repressions against fighters for the independence and territorial integrity of Kazakhstan, as well as representatives of scientific, cultural and other spheres;
- Liquidation of kulaks, bays, semi-feudal lords (middle peasants) in Kazakhstan in the 1920s - 1930s;
- Forced collectivization, procurement and other political campaigns of the Bolshevik-Stalinist government against the peasantry;
- Stalinist deportations and special settlers;
- The Gulag camps on the territory of Kazakhstan;
- Soviet repressive policy in Kazakhstan against religious figures;
- Popular uprisings and protests in 1929-1931;
- Forced refugees from Kazakhstan in 1916–1930s.
To participate in the conference are invited: historians, scientists of research institutes, representatives of higher educational institutions, faculty, government bodies, doctoral students, young scientists, media representatives.

The Organizing Committee plans to publish a collection of materials. To be included in the conference program, you must provide the organizing committee with a participant registration form (see Appendix). Carefully proofread and edited texts will be accepted for publication.
The registration form is accepted until August 20, 2023, the materials of the report (articles) - no later than September 10, 2023.
Article formatting requirements:
To publish a report (articles, abstracts), materials must be formatted in strict accordance with the following requirements: the text of the report (related to the subject of the conference and no more than 7 pages) in Kazakh, Russian (or English), the registration form must be typed in text MS Word editor; the name of the file and individual files of drawings in «jpeg» format should be named after the author's last name.
1. Tables, diagrams, figures must have a name and be typed in the Windows environment.
2. Page format: A4.
3. Top margins – 2 cm, bottom margins – 2 cm, right margins – 1 cm, left margins – 3 cm.
4. Font: Times New Roman, KZ Times New Roman, point size – 12.
5. Line spacing – single.
6. Red line indent: 1,0 cm.
7. In the center, in lowercase letters (in bold type), the name of the author (s). Full name of the author (s), academic degree, title (specify if available)
8. Below is the full name of the institution where the author works and his position.
9. Under the full name of the author, the title of the report is indicated in the center in CAPITAL LETTERS (IN BOLD TYPE).
10. One interval after the paragraph indentation, directly the material of the report (article).
11. The list of references (and sources) is placed at the end of the article and is compiled in accordance with the order in which the works are mentioned. References in the text are placed in square brackets in the form of the corresponding number according to the References list with an indication (if necessary) of the source page, for example: [1, p. 2], [1, 2-b.] or [1, p. 2]. All bibliographic data in the article must be carefully checked.
12. Tables, diagrams, figures must have a title and be typed in the Windows environment. All drawings and photographs must have good contrast and a resolution of at least 300 dpi. All illustrations must be consecutively numbered and captioned. The figure caption should be concise, but capacious in content. Tables should be visual, have a name, ordinal number. The table or figure is not numbered if they are the only ones in the text. All tables and figures should be referenced in the text. Figures and tables are inserted in the text in the right place.
13. Abbreviations of words are not allowed, except for generally accepted ones. Abbreviations are included in the text only after their first mention with a full transcript (for example, the National Academy of Sciences of the Republic of Kazakhstan – NAS RK).
14. Notes are written as numbers in the form of a superscript and must be consecutively numbered. The texts of the notes are referred to the end of the article in the NOTES section and numbered with a superscript number. Footnotes in the text are not allowed.
If the article contains both NOTES and LIST OF REFERENCES (AND SOURCES), then the NOTES section comes first.
15. Unification of characters: quotes – «»; centuries in dates – denoted by Roman numerals, years – Arabic. A distinction must be made between the use of a hyphen (-) and an en dash (–). The latter is indicated when denoting numerical, chronological limits, etc.: p. 89–92, 179–185-pp.; 1878–1879; XV–XVI centuries (without a beat), or the end of the XV – beginning of the XVI centuries (with a beat); 7–8 km; M.–L. and so on.
16. DO NOT tabulate, highlight words with space, use commands that run in automatic mode, use macros, save text as a template.
17. The name of the files is the surname of the author (for text files – Omarov_application.doc, Omarov_article.doc; for illustrations – Omarov_fig1.jpeg).
