The State Commission for the Complete Rehabilitation of Victims of Political Repression (hereinafter referred to as the State Commission) was established by the Decree of the President of the Republic of Kazakhstan K.K. Tokayev dated November 24, 2020 No. 456 “On the State Commission for the Complete Rehabilitation of Victims of Political Repressions”. The State Commission is a consultative and advisory body under the President of the Republic of Kazakhstan. The Chairman of the State Commission is the State Secretary of the Republic of Kazakhstan. The composition of the State Commission is formed from among the heads of state bodies, representatives of public organizations, and scholars. The main task of the State Commission is the legal and political rehabilitation of the victims of political repressions.

The State Commission performs the following functions:

1) development of proposals for the completion of work on the restoration of historical justice in relation to the victims of political repression, the rehabilitation of all categories of victims of repression;

2) development and submission of proposals to the Government on the development of regulatory legal acts for the full legal and political rehabilitation of victims of political repression;

3) development and submission of proposals to the Government on the development of regulatory legal acts for the full legal and political rehabilitation of victims of political repression;

4) development and submission of proposals to the Government on the development of regulatory legal acts for the full legal and political rehabilitation of victims of political repression;

5) development and submission of proposals to ensure the development and adoption of the State Program to perpetuate the memory of victims of political repression, including those who showed heroism in the struggle for freedom, independence and territorial integrity of Kazakhstan.

In accordance with the order of the State Commission dated April 8, 2021, the protocol order of the State Secretary of the Republic of Kazakhstan K.E. Kusherbayev No. 21-32-3.4 dated April 1, 2021, to cover the activities of the State Commission, its working groups and subcommissions, the work was started on the creation of a unified republican database of victims of political repression and a corresponding electronic resource (Internet portal).

The development of the structure and content of the Internet portal was carried out by the Ch.Ch. Valikhanov Institute of History and Ethnology of the Science Committee of the Ministry of Education and Science with the direct participation of the Project Office of the State Commission and the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan in agreement with members of the republican working groups and subcommissions. The basis of the unified republican database of victims of political repressions was made up of materials provided by members of the republican working groups and subcommissions. It is planned that the database will be constantly updated with new materials and information as they are identified and accumulated, introduced into scientific circulation.

Goals of development and implementation of the Internet portal:

• Creation of a unified republican information database of victims of mass political repressions with a search engine by the categories of the repressed;

• Scientific and informational support and implementation of the results of the activities of the State Commission, coverage of measures to implement the state policy of memory in Kazakhstan;

• Formation of scientific and methodological foundations for organizing the search for new facts and documents on the history of mass political repressions, determining the categories and names of the repressed persons;

• Creation of an open platform for receiving applications from citizens to search for relatives and friends who were victims of political repression.
